For years, the strongest argument against an outside engineering team was ramp time. Three months before anyone is useful. That argument is falling apart.
It held because a new engineer had to read a large unfamiliar codebase and hold enough of it in their head to be trusted with it. An agentic team maps that in days. Not skims it – maps it: the dependencies, the patterns, where the real logic lives, which tests actually matter.
So the bottleneck moved downstream, to review. When code arrives at volume, a review process built for human pace is what decides whether that speed becomes shipped software or a queue of pull requests nobody has vetted.
Which changes the question worth asking an external team. Not “how fast will you learn our system,” but “how do you keep quality intact when the code arrives faster than we can review it?”
If they have no clear answer, the ramp-time saving is a bill you pay later.

The gap moved up a layer – from the code to the scaffolding that directs it. Skills that encode how your systems actually work. Rules that hold quality at the point of authorship. Evals that catch regressions before a human opens the PR.

That layer is the difference between bolted on and built in. Bolted on is a developer reaching for an assistant when it suits them, with the process, the reviews, and the architecture unchanged underneath. Built in means the operating model assumes agents: how work is scoped, how it is checked, who owns the decisions machines should never make.

The first gets you a modest speedup. The second changes what a small team can deliver.

The model was never the moat.
